An additional $1 billion will be invested through public/private initiatives for urban development contingent with relocation of the orange line. Kennedy and Brooke make grateful remarks. Reps. This very large scale public works project will create jobs and keep the neighborhoods from being physically divided along racial lines. Interview with a man from the Department of Public Works (DPW) about the roads and bridges in Massachusetts - spending approximately $500 million per year - $100 million in paving, $150 million in bridges, $250 million in safety and new roads. He states that there are about 14,000 miles of road in Massachusetts and about 1/3 of those roads need serious work. He approximates that out of the 5,000 bridges in Massachusetts, 2,200 are in substandard shape, 900 in critical condition. DPW infrastructure includes roads, bridges, transit, airports, sewer and water. He explains the need for the federal government's assistance. He states that these projects will create jobs - approximately 90 jobs per million dollars spent.

Edwin Diamond (media critic) analyzes Boston Globe coverage of busing crisis with guests Mike McNamee (MIT student) and Robert Healy (Executive Editor, Boston Globe). Healy says that a local newspaper has to deal with the crisis differently than a national newspaper.

Interview with Public Works commissioner Jane Garvey on nature of the project and its funding. Michael Dukakis and William Bulger speak at the ceremony. At the same time, a public hearing is being held at the State House, where State Inspector General Joseph Baressi is trying to overhaul the way the state does business with consultant, which Baressi thinks is a problem with the Central Artery project.
