Cox on judicial reform

Description: Reporters set up microphones at podium. Archibald Cox chairs a press conference on judicial reform and court reorganization. He describes the effects and causes of delays in the Massachusetts courts and the budgets associated with the courts. He is flanked by Alan Sisitsky, Michael Dukakis, Kevin Harrington, Michael Flaherty, and Francis Bellotti. He thanks committee that did the study. Commission on the Status of Women

Description: Press conference held by the Governor's Commission on the Status of Women. Margaret Berry reports on their findings that Governor Ed King's budget has adverse effects on women in the Commonwealth. Description: Video and audio drop out in the beginning. Governor Ed King enters room, sits at desk. Press takes pictures. King makes a statement on the Tax Cap bill. He signs the bill, with President of the Senate William Bulger and Speaker of the House Thomas McGee at his side, and hands out the pens. He holds up the signed bill. He ends the press conference. Mary Jane England

Description: Janet Wu interviews two social service professionals, John York and Dr. Mary Jane England, on the high number of uncovered cases of child welfare. York states that the Department of Public Welfare and the Office of Social Services have always been understaffed. He explains that there are approximately 200 new social services positions in the budget for 1980. Dr. England speaks on the current state of the social services programs in the Commonwealth.

Democratic and gay rights fundraisers

Description: Story on two fundraisers happening on the same night. The Massachusetts Democrats hold fundraiser at a Chinese restaurant. Gay rights activist hold a black-tie fundraiser. Interview with a gay rights activist on the increase in attention they are receiving from politicians. Gay politicians Marjorie Clapprood, Barney Frank, and Gerry Studds are in attendance. Story cuts to footage of gay rights activists at the State House advocating the gay rights bill. Interview with Robert Farmer, who, along with Evelyn Murphy, decided to come to the gay rights fundraiser over the Democratic fundraiser. Two labor unions are boycotting the Democratic fundraiser. Interview with Chester Atkins on what the Democratic Party can do to win the union leaders over again.

King budget address

Description: Governor of Massachusetts Ed King gives budget address for fiscal year 1984. Efforts include health care, correctional institutions, education, services for the elderly, housing, career training, law enforcement. King describes his budget recommendation as lean, tight, frugal, economically sound, socially aware, and fair. Reporter Janet Wu interviews state Representative Johnston on his view of the state budget. He describes it as the most irresponsible budget he has heard out of the seven he has seen since becoming part of the legislature and believes it should be rejected. He compares it to a republican budget, similar to that of Ronald Reagan. He believes that King's budget turns its back on the poorest people in the state. Another man is interviewed who agrees with Johnston. Wu then interviews Representative Cohen about his impressions of the governor's state budget address. He explains that the governor does not have local aid fund in his budget. Cohen proposes decreasing state operations in order to increase local aid without increasing the state budget.

Thaddeus Buczko

Description: Several takes of reporter standup. Report on the "domino effect" created by the swearing in of ex-auditor Thaddues Buczko as a judge. John Finnegan will most likely replace him, and then someone else will have to replace Finnegan. B-roll of Speaker of the House Thomas McGee, President of the Senate William Bulger, and other state legislators in the State House Chambers. Buczko's swearing in ceremony. Launching Central Artery project

Description: "Ground breaking" ceremony for the Central Artery project (aka the Big Dig), where they used welding equipment to dismantle a bridge, rather than shovels to literally break ground. Interview with Public Works commissioner Jane Garvey on nature of the project and its funding. Michael Dukakis and William Bulger speak at the ceremony. At the same time, a public hearing is being held at the State House, where State Inspector General Joseph Baressi is trying to overhaul the way the state does business with consultant, which Baressi thinks is a problem with the Central Artery project. Following the edited story is b-roll of the construction site environs and the ceremony, as well as excerpts of Dukakis's speech, Bulger's speech, and other speakers.
