Clark's father bought his freedom eight years before emancipation. His father bought the freedom of his mother, then the two were married. Clark's parents had 13 children. Clark describes the schools he attended as a boy, and the good education he received from New England missionaries who traveled south to teach former slaves. Clark describes race relations in the south after the Civil War. Clark says that his family moved to a cold-water flat at 143 Erie Street in Cambridge in 1898. Clark talks to the students about the importance of a good education and respect for others; about his impressions of how the world has changed. Clark warns the students that an education will prepare them to make a living later on. He reminds the students that the teachers are there to help them. Clark describes growing up in Cambridge in the early part of the century. He describes how the city has changed and how little things cost back then. 1:18:32: V: Clark invites the students to ask him questions. One student asks him about the secret to long life. Clark says that his parents were healthy; that he does not drink or smoke; that he does not believe in hate or violence. Clark stresses again that an education is necessary for success in life. A young white boy asks if free black people could get the same jobs as white people. Clark says that African Americans could not get the same jobs as white people in North Carolina. Clark says that there are now state and federal laws which force employers to hire people regardless of their race, creed or color. Clark says that his daughter's husband is the only African American judge in the Boston Municipal Court system; that his son is a colonel in the US Army. Clark says that African Americans who are educated and qualified can get jobs anywhere. Clark says that the south is better than the north today; that there are fewer problems with school desegregation in the south. Clark tells the students to get a good education in school. Clark says that the students can be whatever they want if they get a good education. Clark tells the students that Martin Luther King Jr. (civil rights leader) and Frederick Douglass (abolitionist) were both "doctors." Clark says that his son-in-law has a doctorate of law from Boston University. Clark tells the students that they have to be ready. Clark recites the saying about "building a better mousetrap." Clark says that the students will succeed if they are ready. 1:06:05: V: An African American female student asks Clark how many children he has. Clark says that he has five children. Smith refers to the court order and explains some statistics. He points out how some school assignments have changed from last year to this year. He makes reference to the assignment of students to examination schools. Dentler notes that kindergarten classrooms in Boston have never been desegregated; that neighborhood kindergarten classrooms remain more accessible to white students than to African American students; that fewer minority students enter kindergarten. Dentler adds that the Phase III desegregation plan aims to increase accessibility to neighborhood kindergarten for all; that some students will be assigned to citywide magnet kindergartens for desegregation purposes; that magnet kindergarten assignments are made with the idea that children will stay in the same building for the elementary school grades. Dentler says that the goal of kindergarten desegregation was first stated in the original court order. Smith mentions some of the details of student assignments to District 9 schools. Dentler says that the court aims to stabilize the high student turnover rate. He names the deadlines for initial assignments and corrective assignments of students. Dentler notes the statistic that one in three students transfers from one school to another under the current plan; that there will be limitations on student transfers. Dentler says that a high turnover rate is detrimental to classroom learning. Smith announces the opening of the Mattahunt Elementary School and Madison Park High School. Dentler announces the closings of four schools. He says that the McKinley School, the Storrow School, and the Higginson Elementary School will be closed because they have remained segregated despite all efforts to integrate the student population. Dentler notes that alternative plans to desegregate these schools are infeasible or unconstitutional; that the student populations in these schools are small. Dentler notes that there are 60 students enrolled in the McKinley School; that there are less than 100 students enrolled in the Storrow School; that there are less than 150 students at the Higginson School, not including kindergarten students.

Interview with Harry Lodge, who gives history of Music Hall (formerly Metropolitan Theater), originally designed in 1920s by Clarence Blackhall for Vaudeville and movies. Describes the proposed restoration program to be completed in fall 1980 if lease secured and funds raised. In order to bring the Metropolitan Opera to Boston, the theater needs deeper stage for performing arts, updated communication systems, ventilation systems, and a renovated auditorium (seats 4,300). The theater is used for ballet, concerts, movies. Lodge states that this renovation with revitalize Boston as a major center for the performing arts. Lodge shows a drawing of the proposed plan.

Vitagliano says that many federal programs are geared toward building new housing in cities; that these programs are not geared to the needs of older cities like Boston. Vitagliano says that the city needs funds to rehabilitate existing housing. Vitagliano says that five or ten older buildings in the city could be rehabilitated for the same amount of money needed to build one new building. Vitagliano notes that the cost of new housing continues to increase. Arons asks if there are enough housing units being built, or if people are unable to afford to buy housing. Vitagliano says that most people cannot afford to buy newly built homes. Arons asks about providing tenants with subsidies which would allow them to buy a private home. Vitagliano says that subsidies for private housing purchases allows public-housing tenants to escape the "ghetto environment" of public housing projects. Vitagliano says that subsidies for private housing purchases put tenants in a "normal" neighborhood environment; that these subsidies allow tenants to break out of the cycle of poverty. Vitagliano says that the environment in public housing projects is a "disaster." Vitagliano says that subsidies for private housing purchases provide benefits for homeowners who rent to these tenants. Vitagliano says that public-housing tenants could be matched up with private homeowners to fill vacant apartments; that smaller landlords would not face vacancies. Arons asks if subsidies for private housing purchases would have an inflationary effect on rents. Arons notes that there may not be enough private housing options for public-housing tenants. Vitagliano says that a small inflationary trend could result. Vitagliano says that a program which subsidizes private housing purchases would cost no more than the present program. Vitagliano notes that 10% of the city's population is housed in public housing projects under the present program. Vitagliano says that a tremendous amount of money is spent on the maintenance of existing public-housing units. Vitagliano says that the public housing buildings occupy valuable land in the city; that the city could be receiving tax money on that land if it were held privately. Vitagliano says that the city could sell the land to private developers if the public housing units were shut down. Vitagliano says that private developers could develop commercial buildings or private housing; that the city would receive tax money on those buildings. Vitagliano says that any negative short-term effects would be balanced out by long-term benefits. Arons comments that some middle-income tenants receive housing aid under the present program. Arons asks if the middle-income tenants would be left out if subsidies for private housing were only provided to welfare recipients. Vitagliano says that money should not be diverted from welfare to housing; that money from another program should be diverted to fund both welfare and housing. Arons asks if subsidies for private housing would provide a reason to extend the rent control program. Vitagliano says that the concept of private housing subsidies is still theoretical; that he does not want to guess at the effect of subsidies on rent control. Arons closes the interview. Vitagliano says that the public housing developments in Boston are just as segregated as the private housing market. Vitagliano says that the court has criticized Boston's segregated housing projects. Vitagliano admits that there are very few racially mixed housing projects in Boston. Vitagliano says that minorities and large families would have no more trouble in the private housing market than they have in the BHA system. Arons talks with the cameraman.
