He talks about why the rash of 29 fires in three years is suspected as arson: absentee landlords, high vacancy rate, poor condition of structures, lodging houses, lapsed mortgages. He adds that there is nothing the city can do about the problem and explains why. He hopes that State legislators will back his organization's bill which removes the financial motivation for landlords to burn down houses in poor condition.
