Turner says that it is important for the major contractor to be in agreement with the provisions of the contract. Turner says that he hopes that these provisions will be used in the Central Artery Project. Fields reports that Taylor says that his appointment signals the commitment of William Weld (governor of Massachusetts) to affirmative action.
