Vitagliano notes that the cost of new housing continues to increase. Arons asks if there are enough housing units being built, or if people are unable to afford to buy housing. Vitagliano says that most people cannot afford to buy newly built homes. Arons asks about providing tenants with subsidies which would allow them to buy a private home. Vitagliano says that subsidies for private housing purchases allows public-housing tenants to escape the "ghetto environment" of public housing projects. Vitagliano says that subsidies for private housing purchases put tenants in a "normal" neighborhood environment; that these subsidies allow tenants to break out of the cycle of poverty. Vitagliano says that the environment in public housing projects is a "disaster." Vitagliano says that subsidies for private housing purchases provide benefits for homeowners who rent to these tenants. Vitagliano says that public-housing tenants could be matched up with private homeowners to fill vacant apartments; that smaller landlords would not face vacancies. Arons asks if subsidies for private housing purchases would have an inflationary effect on rents. Arons notes that there may not be enough private housing options for public-housing tenants. Vitagliano says that a small inflationary trend could result. Vitagliano says that a program which subsidizes private housing purchases would cost no more than the present program. Vitagliano notes that 10% of the city's population is housed in public housing projects under the present program. Vitagliano says that a tremendous amount of money is spent on the maintenance of existing public-housing units. Vitagliano says that the public housing buildings occupy valuable land in the city; that the city could be receiving tax money on that land if it were held privately. Vitagliano says that the city could sell the land to private developers if the public housing units were shut down. Vitagliano says that private developers could develop commercial buildings or private housing; that the city would receive tax money on those buildings. Vitagliano says that any negative short-term effects would be balanced out by long-term benefits. Arons comments that some middle-income tenants receive housing aid under the present program. Arons asks if the middle-income tenants would be left out if subsidies for private housing were only provided to welfare recipients. Vitagliano says that money should not be diverted from welfare to housing; that money from another program should be diverted to fund both welfare and housing. Arons asks if subsidies for private housing would provide a reason to extend the rent control program. Vitagliano says that the concept of private housing subsidies is still theoretical; that he does not want to guess at the effect of subsidies on rent control. Arons closes the interview. King says that people are resources; that training can provide skilled workers for big corporations. He says that he resents those who say that he needs to get 100% of the African American vote; that no white candidate is assumed to need 100% of the white vote. King says that a racism leads voters to look at the color of his skin instead of his record and his position on the issues. Harris asks what King thinks of Mel Miller (publisher of the The Bay State Banner), who says that the African American community should offer their support to a strong candidate who can support them after becoming mayor. King says that no one pays a lot of attention to Miller; that Miller is opposed to the ERA. King says that African Americans need to fight for what they want and support one another; that Miller has a negative view of white people; that Miller's influence is destructive to the African American community. Harris asks King if there are any parts of the city in which he feels uncomfortable. King says that there is no part of the city in which he is uncomfortable; that he wants to bring the city together; that he wants to reach out to people who disagree with him on the issues. King says that people must be brought together around common issues like employment and improvements to the schools and the city. Harris asks how King would prevent racial issues from entering the campaign, especially if he found himself in a runoff with David Finnegan (candidate for mayor) or Ray Flynn (candidate for mayor). King says that his previous campaigns for public office have always focused on issues; that the diversity of his campaign workers has earned his campaign the nickname of "the rainbow campaign." 1:14:21: V: Harris asks King if he regrets boycotting an earlier campaign debate because two other candidates were not invited to participate. King says that he has no regrets; that candidates must practice the "politics of inclusion." King notes that it is hypocritical for a candidate to promote equal access for all, and then to take part in a public forum which excludes the voices of some. Harris asks him about what he could accomplish as mayor. King says that he could affect real change in the city; that he would concentrate on reducing crime and fighting drugs; that he would appoint a new police commissioner to work with the community and to root out problems in the police force. King says that Joseph Jordan (Police Commissioner, City of Boston) learned about the problems on Sonoma Street by watching television; that the city needs a commissioner who can mobilize the force to fight crime; that Jordan allowed the mayor to use the police force as a political tool in the debates on Proposition 2 1/2 and the Tregor Bill. King says that he would investigate corruption through an audit of the city's programs; that the government needs to make sure that good services are being provided. King notes that the city government must spend the citizen's tax dollars wisely. King says that new resources must be spent for improvements at Boston City Hospital; that some employees at the hospital qualify for public assistance because their salaries are so low. Harris asks King if he would campaign for mayor even if he knew there was no chance of victory. King says that he has many forums through which to promote his ideas; that he has published a book recently. King says that he would not run if he didn't think he could win; that he would not want to waste his own time and valuable time and money of others; that he thinks he can win and effect real change in the city. 1:20:55: V: Harris thanks King and closes the interview. Description: Interview with Tufts sociologist Peter Dreier on “interlocking directors.” He explains that the composition of corporate boards is limited largely to white males who do not represent those affected by their policy choices. Women, poor people and ethnic minorities are excluded and their interests are not protected. The “old boys” network makes decisions that perpetuate each other's wealth inasmuch as the same small group of men are on the boards of all the large Boston banks, utilities and big businesses. There are conflicts of interest. Nuclear power plants were endorsed and financed by such groups though they are found to be unsafe and unprofitable. Dreier calls for demographically broadening board membership and raising corporate consciousness about welfare of the community. Explains the way banks redlining creates slums. Dreier says that there should be a Freedom of Information Act for big business, like there is for the government.

Evans says that purchases her son's school clothes on layaway at Zayre's (local discount store). Vaillancourt asks Evans her opinion on Reagan's welfare policy. Anderson says that the city is not doing enough to provide affordable housing for low-income residents. Anderson questions the city's definition of low-income. He adds that most residents do not make enough money to meet the city's definition of low-income. Anderson and a group of ACORN protesters march to the offices of the Boston Redevelopment Authority on Washington Street in Dudley Square. Anderson and the protesters enter the office and confront Ricardo Millet of the Boston Redevelopment Authority (BRA) about the city's affordable housing policies. The protesters read a list of demands including that 70% of all new developments in the area must target low and moderate-income residents. The protesters demand information on all new planned developments in the Roxbury/Dorchester/Mattapan neighborhoods. Millet discusses the city's affordable housing policy with the protesters. He gives them handouts including a list of planned developments in the area. Millet says that the BRA is trying to provide affordable housing despite a lack of subsidies from the federal government.

Anderson says that redevelopment in the areas of Roxbury, Dorchester, and Mattapan is not geared toward the current residents of those areas; that ACORN is trying to put pressure on the mayor and the BRA to include housing for current residents. Anderson says that most of the residents of those areas do not make more than $13,000 per year; that one-bedroom apartments are selling for $18,000 in one of the new developments. Anderson says that Ray Flynn (mayor of Boston) deserves credit for developing housing; that these efforts are insignificant if the residents of these areas cannot live in the new housing. Anderson says that the residents need housing, not shelters; that the city needs to commit itself to affordable housing. Anderson says that the city defines low income as a salary of $18,000 to $23,000 per year; that the city defines a moderate income as an income of $23,000 per year. Anderson says that he defines low income as under $13,000; that he defines moderate income as $13,000 to $24,000 per year. Vaillancourt asks if the city is really serving its lower income residents. Anderson says that the city is not serving those residents; that a lot of people cannot afford housing; that the city is pushing low-income residents out of the areas of Roxbury, Dorchester, and Mattapan. Vaillancourt asks if race is the issue. Anderson says that it is an economic issue; that the low-income residents of Roxbury are African American; that there are low-income whites with the same problems in South Boston, Chelsea, and East Boston. Vaillancourt asks if Anderson doubts Flynn's commitment to the neighborhoods. Anderson says that he respects Flynn; that Flynn needs to understand that low-income residents are committed to fighting for affordable housing; that he needs to help these people. Anderson says that he cannot afford to give up on the fight for affordable housing; that he will have no place to live in five years if he does not put up a struggle. Anderson says that shelters are not the answer to the housing problem; that poor people do not want to live in shelters. Anderson says that there are some people who benefit from shelters; that the majority of people with low incomes are intelligent and hard-working. Anderson says that he hears the same statistics from the city at every meeting on affordable housing; that the city needs to make a commitment because working people cannot afford housing right now. Anderson says that the BRA says the same thing at every meeting; that public housing advocates are always pushing for more low-income housing. Anderson says that there is a housing shortage in the areas of Roxbury, Dorchester, and Mattapan; that the BRA housing policy is ineffective; that residents of these areas need housing that they can afford. Anderson says that the newly developed housing target people with incomes of at least $23,000 per year; that most residents make less than $13,000 per year. Anderson says that the BRA and the city of Boston need to make a commitment to low-income housing; that 70% of the new development needs to target low-income residents. Anderson demands information on new developments planned for the Roxbury, Dorchester, and Mattapan areas. Anderson says that the BRA has not been forthcoming with that information; that the BRA needs to work with developers work with developers who have committed to building low-income housing. 1:14:34: V: An African American woman addresses Millet. She reads a list of ACORN demands: the cessation of development on Fountain Hill by June 15 unless the development is 70% affordable to those with low- and moderate-incomes; 70% of all new housing must target low- and moderate-income residents; that ACORN wants information on plans for new development in the area. Another protester says that the 70% quota applies to housing in the Roxbury, Dorchester, and Mattapan areas; that many residents of these areas make less than $13,000 per year; that an average income is more than $26,000 per year. The protester says that the voices of the poor must be heard. The protesters applaud. Anderson asks for a map of planned developments in the Roxbury/Mattapan area. Anderson says that the protesters will not allow new developments to be built if they cannot live in them. Millet stands to face the protesters. He listens as Anderson speaks. 1:16:10: V: Millet addresses the protesters. He invites the protesters to sit down and to discuss the issues with him. Anderson says that the protesters have been sitting in meetings for months; that the protesters want a list of the planned developments in the area. Millet says that he has never been asked for a list of the planned developments before now. Millet offers to provide the protesters with a list of projects currently undertaken by the BRA. Millet gives copies of a handout to the protesters. Millet notes that the BRA, under the Flynn administration, has approved 912 units of housing. Millet adds that the handout includes a list of approved projects as well as their locations, developers and affordablility. Shot of the printed handout. Millet adds that the city has done well to achieve a 60% affordability rate in its new projects. Millet gives out copies of another handout. Millet explains that the handout covers the BRA's and the city's positions on affordable housing; that the handout describes the problem of affordable housing. Millet notes that the city is aware of the housing shortage.
