A man speaks to the crowd about a man (Russell?) who was arrested after leaving Belchertown State School. Silent footage of people, including Mel King, in a room talking. Interview with a man about services that should be provided to residents of the school. People confront a government official about the responsibility of the government towards people who need mental health services and what Secretary Peter Goldmark is doing to make changes in the Department of Mental Health.
