Census and redistricting

Description: David Boeri reports that the state of Massachusetts has lost a seat in the US House of Representatives because of a decline in the population according to the 1990 census. Mayor Ray Flynn and others are calling for a recount because they believe that the census undercounts urban residents. Footage of census workers going from door to door. Boeri reports on speculation that Congressman Joe Early may retire and on speculation that a redistricting plan would force Congressmen Chester Atkins and Barney Frank to run against one another. Governor William Weld has proposed a redistricting plan under which the city of Boston is represented by one congressman. Interview with State Rep. Peter Forman, who says that suburban areas are unfairly represented and that the city of Boston would represent a "minority seat." Interview with State Rep. Jim Brett, who discusses options for possible redistricting plans. Boeri reports that the proposal to limit Boston to one Congressional seat will probably fail.

Coast Guard funding

Description: David Boeri reports that Senator Edward Kennedy took a cruise on a Coast Guard boat to Little Brewster Island in Boston Harbor. Little Brewster Island is the site of a lighthouse that was repaired with funds procured by Kennedy from the federal government. Funding for the Coast Guard has been cut by the federal government, resulting in closed facilities and fewer patrols. Interview with Robert Johanson, Rear Admiral of the US Coast Guard, about the budget cuts. Kennedy and Jesse Jackson have called for a restoration of funds to the Coast Guard. Coast Guard patrols can stem the flow of drugs into the US. Jackson talks about the Coast Guard. Kennedy on Little Brewster Island.

Dorchester Youth Collaborative

Description: David Boeri reports on a legislative hearing about urban issues in the Roxbury neighborhood, where city and state officials addressed the panel. Mayor Ray Flynn, District Attorney Newman Flanagan, and Judge Julian Houston of the Roxbury District Court address the panel. Boeri reports that the congressmen were interested in the Dorchester Youth Collaborative (DYC) program. Emmit Folgert of the DYC, along with Dorchester teens Lawrence McKinley and Andrew Young address the panel. They talk about gang activity in the neighborhood. Boeri reports that many teen counselors believe that drug education and prevention should focus on the after-school hours. DYC offers entertainment, music, sports, and a safe place for teenagers. Interview with Al McClain of DYC, and Dorchester teens William Woods, Abigail Santana, and Mickey McBride about the DYC. The teens dance and hang out at DYC.
